NOTTINGHAMSHIRE police struggled to investigate murders because officers had to concentrate on meeting Government targets for less serious offences, an inquest has heard.

The hearing in Lincoln is investigating the background to the murders of Joan and John Stirland who were killed at a "safe house" they had fled to in Trusthorpe.
